1997 – 2000

Ecopetrol-Llanos Oil (van Bilderbeeks) sign the oil exploration contract “Las Nieves” (Drummond coal mining operation “La Loma” is located within the middle of the “Las Nieves”oil contract area).

2000

Ecopetrol cancels Llanos’ oil & gas exploration contract “Las Nieves” based on Llanos Oil failing to comply with the work program obligations and Ecopetrol collects without merit Llanos’ $750,000 USD financial guarantee in favour of Ecopetrol with Barclays Bank.

Based on the “force majeure” clause “flooding” of the “Las Nieves” exploration contract, Ecopetrol had no right to cancel the contract with Llanos Oil.

*US Amb. Patterson confirms she is willing to discuss our oil contract impasse with Ecopetrol as “it just happened that an impasse of a different kind was taking place between Harken Energy (former President Bush’s company) and “piggy back” Llanos Oil into these negotiations.

Former Colombian President Pastrana (just before handing over his presidency to Uribe) orders the return of the “Las Nieves” oil & gas exploration contract to Llanos Oil (van Bilderbeeks).

2000 – 2002

Ecopetrol obligated Llanos Oil (“van Bilderbeeks”) to comply with additional Terms & Conditions, despite the Presidential order of President Pastrana to immediately return the “Las Nieves” oil & gas exploration contract to Llanos Oil (van Bilderbeeks). The contract reinstatement process took two (2) years!

2003

06 February, 2003:  Ecopetrol finally reissued Llanos’ oil & gas contract “Las Nieves” after having been ratified since 10 October, 2002! Ecopetrol changes the name of Llanos’ oil & gas concession from “Las Nieves” into “Guatapuri”. Both contract areas are identical holding the exact same geographical coordinates (see coordinates).

14 February, 2003; Colombian Ministry of Mines issues Llanos Oil’s Drilling Permit.

The significance of this Drilling Permit is that it allowed Llanos Oil to finally commence Oil Production after seven years fulfilling exploration works.

The Colombian Government did not have any more excuses to halt Llanos Oil’s exploration operations. Therefore, the Colombian government by order of the Presidential Palace looked for alternatives ways to stop Llanos Oil of commencing oil & gas production. The alternative way became engineering false charges against Llanos Oil (van Bilderbeeks) and to have Llanos Oil’s Colombian management arrested to prevent Llanos Oil ever regaining their oil & gas rights.

That same day;

14 February, 2003; DAS issued a report that Llanos Oil (van Bilderbeeks) were involved in illegal activities in Llanos’ oil & gas “Guatapuri” contract area.

First turn of events;

23 July, 2003; Ecopetrol cancelled Llanos Oil (van Bilderbeeks) oil & gas contract after Llanos Oil failed to make within a 48-hours a payment to Ecopetrol of two and half million US Dollars (2’500’000.-).

The DAS report of 14 February, 2003, against Llanos Oil (van Bilderbeeks) became dormant from this moment onwards as there was no further reason anymore for the Colombian government to link Llanos Oil (van Bilderbeeks) to any illegal activities in order to cancel Llanos’ oil & gas “Guatapuri” contract!

17 September, 2003; Ministry of Mines recommended Ecopetrol to return the Guatapuri oil & gas contract to Llanos Oil. Ecopetrol ignored the recommendation by the Colombian Ministry of Mines.

Appeals were filed by Llanos Oil (Albert van Bilderbeek) to;

Second turn of events;

August, 2004: Colombian Prosecutor opens a formal criminal investigation against Fabio Echeverri, Victor Perez, Ecopetrol and Drummond.

One month later Colombia government retaliates by arresting Llanos Oil’s Colombian management Hendrik van Bilderbeek (President), Jorge Lozano (General Manager) and Gilma Flechas (Controller).

The night of Hendrik van Bilderbeek’s arrest all of Llanos’oil’s Technical Information was confiscated, including Llanos’oil structure map, which shows one identified potential oil structure located on the centre-bottom of the map located outside (red) boundary of the Llanos’ oil & gas “Guatapuri” concession area.

Hereafter, Llanos’oil & gas concession “Guatapuri” was swiftly transferred to Drummond Coal Company.

Drummond’s oil structure map includes all of Llanos’ identified potential oil structures including the potential oil structure identified by Llanos’oil, but located outside Llanos’ oil & gas concession “Guatapuri” area.

The Testimony of ex-DAS deputy director Rafael Garcia

Rafael Garcia, former Deputy Director [IT-Department] of the DAS [Colombia’s FBI] testified in court that the Colombian government (Presidential Palace) engineered false charges against Llanos Oil. These false charges resulted in the arrest of Llanos Oil’s Colombian management in order to prevent any further attempts by Llanos Oil to regain their oil & gas rights.

The Colombian government then swiftly transferred Llanos’ oil & gas rights along with all of Llanos’ technical information and Llanos’ oil structure map to Drummond Coal Company. Drummond is located in the middle of Llanos’ oil & gas “Guatapuri” contract area.

2004 – Present

The Court of The Hague issued a court order (“pre-judgement”) on 06 July 2010 granting Llanos Oil to seize up to seven billion euro in assets of Colombia’s National Oil Company “Ecopetrol” that fall under Dutch jurisdiction as part of The Claim “Llanos Oil vs. Ecopetrol & Colombia.

The Court of The Hague has granted Llanos Oil to lien Ecopetrol’s accounts held at ABN AMRO BANK NV & ROYAL BANK OF SCOTLAND NV.

Llanos Oil has placed a Summary Proceeding followed by an Appeal against ABN AMRO BANK NV & ROYAL BANK OF SCOTLAND NV for failure to lien Ecopetrol’s bank accounts as granted to Llanos Oil by The Court of The Hague.

Llanos Oil (van Bilderbeeks) remain the legal owner of the Guatapuri oil & gas rights. The officer of Ecopetrol cancelling Llanos Oil’s contract did not have the legal authority nor the powers invested in him to cancel Llanos Oil’s Guatapuri oil & gas contract.
