1997 – 2000

Ecopetrol-Llanos Oil (ex-Shell Oil Hendrik & Albert van Bilderbeek) sign the oil contract “Las Nieves” (Drummond coal mining operation La Loma is located within the middle of the oil contract area).

2000

Ecopetrol cancels oil contract “Las Nieves” based on Llanos Oil failing to comply with the work program obligations and under this false statement cashes in our financial guarantee of $750,000 cash placed in favour of Ecopetrol.

The truth; flooding hampered our seismic works, delaying the work program; Ecopetrol’s contract has a “force majeure” clause “flooding”.

*US Amb. Patterson confirms she is willing to discuss our oil contract impasse with the Colombian Government as “it just happened that an impasse of a different kind was taking place between Harken Energy (former President Bush’s company) and “piggy back” us into these negotiations;

President Pastrana (just before handing over the presidency to Uribe) orders the return of the oil contract to Llanos Oil (van Bilderbeeks).

2000 – 2002

Despite the Presidential order of Pastrana to return the contract; Ecopetrol places new terms & conditions for Llanos Oil (van Bilderbeeks) to comply, altogether it takes Llanos Oil two years to go through the entire “contract renewal” process;

2003

Ecopetrol reissues the Las Nieves oil contract 06 February, 2003 after having been already ratified the previous year 10 October, 2002 [!], same geographical area, but this time under a different name “Guatapuri”.

14 February, 2003; Colombian Ministry of Mines issues Llanos Oil’s Drilling Permit.

The significance of this Drilling Permit is that it allowed Llanos Oil to finally commence Oil Production after seven years fulfilling exploration works.

The Colombian Government did not have any more excuses to halt Llanos Oil operations, therefore it looked for other alternatives to stop Llanos Oil of commencing oil production. The alternative “linking Llanos Oil (van Bilderbeeks) to criminal activities”

That same day;

14 February, 2003; DAS issued a report that Llanos Oil (van Bilderbeeks) were into narcotics and money laundering on behalf of the Colombian terrorist organization AUC!

First turn of events;

23 July, 2003; Ecopetrol cancels our oil contract after Llanos Oil (van Bilderbeeks) fail to make a $2.5 million US Dollars payment to Ecopetrol within 48-hours deadline set by Ecopetrol.

The DAS report of 14 February, 2003, against Llanos Oil (van Bilderbeeks) became dormant from this moment onwards as there was no reason anymore to link Llanos Oil (van Bilderbeeks) to any criminal activity in order to cancel their oil contract!

17 September, 2003; Ministry of Mines recommends Ecopetrol to return Guatapuri oil contract to Llanos Oil. This time Ecopetrol did not even reply to their bosses at the Ministry of Mines, instead fully ignored the recommendation.

Appeals were filed to;

President Uribe,
President Bush,
US Amb. Wilson*
Dutch Government

With exception of the Dutch Government no assistance was offered by either the Colombian and/or US Government;

*It became clear why the US Government did not help as their US Ambassador to Bogota Ambassador Wilson used Llanos Oil as prime example of the effective use of “Plan Colombia” during a law enforcement conference held in Cartagena, Colombia.

2004

Second turn of events;

German & Austrian authorities fed with information of the DAS & DEA open a witch hunt against Elena Lowen (former social development manager Llanos Oil). After months of criminal investigation not one shred of criminal wrong doing was found.

US authorities, similarly spend years investigating Albert van Bilderbeek lacking any evidence to criminally indict Albert van Bilderbeek of any wrong doing.

Leading up to the arrest of Ing. Hendrik van Bilderbeek, Jorge Lozano and Gilma Flechas and destruction of Llanos Oil were the following two events;

1) August, 2004; The Colombian Prosecutor felt we presented sufficient evidence of a conspiracy and formally opened a criminal investigation against; Fabio Echeverri (former Chief of Staff of President Uribe, former Chairman of The Board of Ecopetrol and General Representative of Drummond), Drummond and Ecopetrol.

2) August, 2004; Hendrik van Bilderbeek files a criminal lawsuit against Victor Perez (former VP Ecopetrol) for illegally cashing a $750,000 financial guarantee belonging to Llanos Oil.

28 September, 2004; First day: criminal trial “Hendrik van Bilderbeek versus Victor Perez”. Defendant Victor Perez fails to attend hearing as he is already tipped off that Llanos Oil will raided and Hendrik van Bilderbeek arrested by the DAS.

30 September, 2004; Ing. Hendrik van Bilderbeek (President), Jorge Lozano (General Manager) and Gilma Flechas (Controller) were arrested in the night of 30 September, 2004 on suspicion of narcotic trafficking & laundering for the Colombian terrorist organization “AUC”.

The night of Hendrik’s arrest only technical information about our oil concession “Guatapuri”, including our “oil treasure map” [locations of all the oil structures identified by Hendrik located within the "red" lines] was confiscated and not one single piece of accounting.

The Guatapuri Oil Concession held between Ecopetrol (Oil State Company of Colombia) and Llanos Oil was swiftly transferred to Drummond Coal Company.

Drummond Coal Company Oil Concession Area “coincidentally & surprisingly” includes all the oil structures as identified by Llanos Oil/Ing. Hendrik van Bilderbeek [including one oil structure identified by Hendrik, but not included in the Guatapuri area - see blue lines area Drummond] !

Rafael Garcia, former Deputy Director [IT-Department] of the DAS (Colombia’s FBI) has testified in court that Llanos Oil/van Bilderbeek was made the target of a sinister plot ordered by the Office of The Presidency and carried out by Intelligence Services to destroy Llanos Oil/van Bilderbeeks in order to pass the oil rights to Drummond Coal Company, and to maintain “uninterrupted” paramilitary, narcotics & laundering and covert (Intelligence Services) operations in the area.

2005

April, 2005; Llanos Oil files a RICO lawsuit in US Federal Court versus President Uribe, Fabio Echeverri & Drummond.

October, 2005; Llanos Oil withdraws RICO lawsuit versus President Uribe, Fabio Echeverri & Drummond.

2006

October, 2006; After two years of pre-arrest in jail are completed Ing. Hendrik van Bilderbeek (President), Jorge Lozano (General Manager) and Gilma Flechas (Controller) all three are referred for trial and charged with “illicit enrichment” (with other words, enrichment from illicit proceeds), meanwhile one year of trial has passed without any judgement due to continuous postponements and delay tactics by the Colombian Judge Acosta. Making it a total time of already three years spend by Ing. Hendrik van Bilderbeek and Gilma Flechas in jail.

In memoriam, Jorge Lozano (general manager Llanos Oil) passed away during his time in jail as a result of neglecting his necessary treatment of cancer. The Colombian Government holds total responsibility for his death.

2007 – present

Various lawsuits are currently still pending in Colombian courts, including lawsuits filed against the presiding Judge and Fiscal Montenegro. Instead of ensuring a fair and unbiased trial, the presiding Judge Acosta , Fiscals and Head of the anti-laundering unit Aidee Lopez have been caught red handed with their lies, deceit and abuse of powers trying their utmost best to implicate Ing. Hendrik van Bilderbeek and Gilma Flechas and to deceit the Dutch Government.
